I'm pretty sure this make up is a makeup look based on pop art, an art style that was very controversial among critics and Hollywood for not being "real art." This is an makeup style that's based on comics that at the time had straight dark outlines, and Stipples and pops and cross hetches. (Unlike in present day where smoother thinner lines and shading to define features instead of lines is more common.) It was popular mostly in both adults, and teens during the 2000s and 2010s with cosplayers and some artist. (Could even be earlier than that.) Which makes sense for Barbie because the Barbie aesthetic was popular in those times as well. Y'all calm down, it isn't ugly, it's a different makeup look that's been around for a while.
