This is extremely normal. Delegates don't really hold much power, and are often just those that are loyal to the party. This is the same for the Democratic National Convention as well.

You can actually pretty easily volunteer/run to be a state delegate for a candidate. It is less competitive for the smaller candidates who have fewer delegates. You can look into it in your state.

I really wish they explained what this is. People in comments seem to think this is some govt position. It's not. It'a like a mini elector but on the state level. It's actually not hard for anyone to volunteer/run to be one for a candidate at their local or state level. It gets more competitive for the national convention. The primary thing they do is cast their vote (predetermined) for the candidate, but they can also team up to write resolutions for their party platform.
