DE Gaule had been a royal pain in the backside of all of the western powers since the German invasion of France in 1940 and he was just a colonel in the tank corps. During WW II, he was constantly worried more about 'French Honor' than beating the Germans, even while they were occupying France. Even his position as the Free French leader was bogus. When it comes to mammals, reptiles birds, etc. All of them have one species that started that and and all species are related to each other. Fish groups evolved independently, and aren't related. That's why for example sharks don't have bones. Their ancestors never developed them. When treaty says "fish" there is a question "what is a fish" and "is a lobster a fish"
