The daylight cloudy skybox is actually quite fit with the rest of the town's light It's looks quite real, until you know it's a mod

It's through the use of it's lighting, reflection, post-processing effects and assets made to look stylish as possible. It's honestly, a excellent blend of stylized and realistic graphics. If you're wondering why games don't look as good as this, it's because companies only chase graphical-fidelity and realism; which forces developers to work on improving them instead of focusing on gameplay, game design or the art-design for the games, which is why you get more bland games nowadays.
