Two years after the Reach's defeat, metahuman trafficking has escalated globally. The Justice League, hindered by U.N. Secretary General Lex Luthor, sees several members, including Batman and Green Arrow, resign to work as vigilantes. In Markovia, after the assassination of King Viktor and Queen Ilona, Prince Brion seeks to use his meta-gene to fight trafficking, while Baron DeLamb, the power-hungry regent, opposes vigilante heroes.
