Earthquakes, floods and fires are as fundamental a part of California's environment as hurricanes are for the Gulf states, and tornadoes are for the Plains. And slides and avalanches are a daily occurrence in any mountain range.

Some better groundcover would do a better job. Healthy soil is full of bacteria and funguses and root mats and organic matter that soak up heavy rainfall and give it a chance to percolate down into groundwater. Endless tarmac, concrete and degraded monoculture soils make for water runoff and mudslides.
