More than 170,000 Russians are still living in Ukraine after their home nation launched its full-scale invasion on the country, according to figures from the State migration service.
Some are even fighting in Ukraine’s army. But their situation is complicated.
They say they can’t access basic services without a Ukrainian passport. To get that, they’d first have to travel to Russia to surrender their citizenship.

Ethnic Russians in Ukraine and Russian citizens in Ukraine are different things . There are 170,000 Russian citizens in Ukraine , 7 million ethnic Russians in Ukraine . but Russian citizens can be ethnic Ukrainians

I agree that one should be able to apply for citizenship after living in a country for a minimum number of years stipulated by the naturalization law of the hosting country. Whether one gets it or not depends upon other things such as test results of language proficiency and knowledge of the form of government, duties and rights of a citizen, form and function of the government one swears to uphold and support, etc. The minimum residency requirement varies among countries. In Hong Kong for my parents many decades ago, it was seven years. In the City of New York (which includes New York City on Manhattan Island, Brooklyn, Queens, Bronx, and Staten Island,) it was five years.

there have never been 7 million ethnic russians in Ukraine. People said that they are ethnic russians to save themselves from repressions or to get better job. This is how it worked in the USSR. Anyway, nowadays ethinicity doesn't matter. These people have issues with the citizenship only because of their passports, but I hope the goverment will solve the problem soon

Ukraine SHOULD give a passport to anyone of any nationality who fights for them. If I was in the international brigade I would consider it an appropriate recognition for the fact I risked my life for Ukraine.... Regarding russians who don't fight....well, we all remember Viktor Quisling ....enough said.

Well there is a problem not mentioned really, Ukraine does not allow dual citizenship but to renounce russian citizenship one must go physically to russia or an embassy and renounce it there, which means they could also be arrested and as a stateless person you have absolutely no protection. Ukraine cannot say “okay you can just renounce it in ukraine” because this would be completely illegal and violating russian sovereignty.. russia removed all diplomats from ukraine, so it’s impossible for them to renounce the citizenship basically

yes, unfortunately, getting a Ukrainian citizenship is hard. And this is a shame for Ukrainian government. We should encourage decent people to get it, but instead we scare them away... this is just ridicuolus..

If you are following the current PROTEST EVENTS around the world, you will notice that major of those ANGRY MOBS are women. Some even are those elderly ones. Millions of Ukrainians used to migrate to Russia to find jobs before 2022. Many of them decided not to come back home because Russian citizenship is easier to obtain due to its migration policy

I don't see why the Ukrainian government doesn't expedite/speed-up such applications. Where people have lived in and/or are clearly loyal to Ukraine. It's not like the Russian government followed due process when they tried to get people in the occupied regions of Ukraine to convert to Russian citizens, or when they kidnapped Ukrainian children and moved them into Russia.

Good part of that 170 thousand had years if not decades to renounce Russian passports. Many chose not to do so. Ukraine was full of Russian spies before the war. So some degree of septicism towards Russian passport holders is understandable. I’m confident that Ukrainian state will treat favorably people who proved their allegiance during war time. But as you can imagine granting citizenship is low on priority list of Ukraine. It has to survive first and make sure that Ukrainian passport still exists in few years time.

On the other hand, if you got money for bribes, things get done way faster than they do in the West. I got a relative that was adopting kids out of Ukraine. Adoption agency said plan to be in Ukraine for 3 weeks for the full process. They spent there 3 months, asking, begging, demanding, crying for government officials to finalize the paperwork. Nothing was being done - just more and more "requirements" with no end in sight. When they complained to their AirBnb guy, he laughed and laughed at their naivete, and explained how things are done in Ukraine. Over the next couple of days they $20k bribing everyone from secretary to the judge. 48 hours later they were flying back with adopted kids. Since then they have traveled all by over Latin America, Africa, Asia and Russia and Ukraine again visiting and providing funding for orphanages and say Ukrane is worse than anywhere else. Only in ukrane an orphanage wont let you donate clothes and toys for kids without bribing employees first.

Most countries have differing laws on dual-citizenship, and in some countries citizens can't hold another citizenship from hostile countries for example. Another problem, what video is about, is Russia and Belarus changed laws on renouncing their citizens citizenship and any request must be done in person. Such steps carry significant risk, especially for fighting age males. Previously could be done via lawyers and notary, not anymore. Just slow down on blaming Ukraine, because bureaucracy, at least before the full scale war, had a blazing slow speed.

@@pers477 It's complicated. Let me explain. In Latvia for example, Latvians can hold dual citizenship from EU, NATO and couple other associated countries, but not from Russia etc. In Germany this might be different, but first of all Germany isn't at war with Russia. Secondly, Constitution of Ukraine allows only one citizenship - Ukrainian. Amending constitution might also involve not only upper and lower chambers of Ukrainian gov, but might also involve Constitutional Court of Ukraine. Constitution is base law and hard to make changes to for obvious reasons.

So this is how Putin's invasion alienated the ethnic Russians in many traditionally-ethnic-Russian places in Ukraine like Kherson and Kharkiv. It also shows that ethnicity is never totally clear between people, and it's also a good reason to stop discriminating based on ethnicity.

Race generally is based on the physical traits of people (thus DNA), while Ethnicity generally talks about people with a common culture, language, religion etc. (has nothing to do with DNA mostly, and it's more of self-identification in this part of the world). Odessa, Kherson, Kharkiv, Crimea, Luhansk and Donetsk have the heaviest pro-Russian sentiments in Ukrainian because many identify as ethnic Russians - Odessa was in fact the "Pearl City of Russian Empress Catherine" when she built it partly to impose her imperial ambitions. This is exactly the reason why the people of Odessa removed the statue of Empress Catherine to distance themselves from Russian identity (also heavily related to ethnicity). The ethnic Russians there were basically disgusted with Putin's war and many stopped identifying as Russian (even though anywhere between 20%-36%-56%??? of Odessa are potentially Russian-ethnics per the 2001 census). Kharkiv and Kherson are now also transforming themselves into fully ethnic Ukrainian cities which is a good thing as long as anyone who wants to fight for Ukraine should be honored. The people in Kharkiv, Odessa, Kherson- whatever all share the same culture with the rest of Ukraine and they all consider themselves Ukrainians, the only difference being is the language they may speak (which they speak with Ukrainian accents) and that is due to russian imperialism and suppression of the Ukrainian language. The people in the West of Ukraine still know how to speak russian because of this reason. “20-30-56???” Pick one number to pull out of your arse.

Even though if 95 % of those russians are honestly good people that 5 % of agents and saboteurs can still make a lot of damage. This is not actually from Amzn; it appears to be a test of a botnet that is abusing accounts from people in Turkey, some who clearly have connections to Russia. I'm guessing the GRU released some malicious KZfaq app in Turkish and are now testing how fast KZfaq responds to disinformation campaigns. Unfortunately, it is woefully slow if this is representative. I'm surprised KZfaq's own AI is not able to detect the high number of similar posts and zap them automatically. Oh well, I'm off to go report them so that hopefully KZfaq will train their systems to do better in the future.

Ukraine needs to change the laws. Or have a special route to be approved on a case by case basis. No one who is Ukrainian at heart & for whom returning to Russia would be dangerous should be turned away. Under no circumstances should she have to go to Russia to renounce her citizenship. Russia is never to be trusted.

I have relatives with Russian passport who lived in Ukraine for 20 years. They never wanted to give up Russian passport for two reasons. First, to keep Russian pension payments and , second, they never respected Ukrainian statehood. They loved Putin and we had a lot of arguments over their allegiance. Dear BBC, don’t try to identify another “victim” group. It’s not helpful.

Ukrainian passport system is fckd up.. I work for an airline company. We had Ukrainian refugee family who wanted to buy the tickets for the flight but they didn't have passports (I'm still wondering how they got into our country, I bet illegally). I was like "I'm really sorry but I can't sell you the tickets if you and your children don't have any documents". However, a mother said they can't even get passports cuz an Ukrainian embassy don't let them get passports since they are from Mariupol (this city is occupied by Russia rn). I asked the authorities but they rejected me to sell the tickets for them. I don't know what happened to them after that. I hope they're alright 😥

Unfortunately it is the big issue for mixed families. Such people with Russian passport are usually (but not always) pro-Ukrainian. I have acquaintances with such issues. Only to apply for citizenship or for permanent residence they need a paper from russia!!! that they do not have criminal records there. And the only way to get it is go to Russian embassy in Moldova. To prolong your international passport you should also go to Russian embassy in Moldova - but you literally should check web site of the embassy every day and wait when there are free hours in a month ahead. And then - only after the war - in some years such people will receive a paper instead of Ukrainian passport. This paper states that they should abandon Russian citizenship in 2 years. But to abandon Russian citizenship you should (surprise!!!) go to Russia. You can only imagine what will be the treatment of such people in Russia (either prison or prohibition to leave russia or in a best case simple refuse). But this means nothing for Ukrainian authorities - you have russian passport so you should go to russia and abandon russian citizenship... There is a simplified procedure for those who fight for Ukraine - they can simply declare that they plan to abandon russian citizenship. But for other people there is no such procedure. The only other way is to prove in court that the travel to russia is dangerous for you. Only few people won in court so far. There are also petitions to president to let people just declare they will abandon russian citizenship and to give them Ukrainian passport. For sure such people should be inspected by appropriate authorities to make sure they are not pro-russian or russian agents.

@@ninaotan7811 The fact that russia will not allow them to leave russian citizenship (or even can imprison them - russia will simply accuse them in something they did not do). Russia is a country that suppresses its citizens for being not loyal to russia. Every russian who lives in Ukraine is potentially considered as non loyal to russia. There are people with russian passport here who do not want to be associated with russia and want to get rid of russian passport forever. Many of them are not ethnic russians and have not been to russia for many years. Most of them have families and children here. So I am not writing here about those who flee russia after the war (I am against giving any permissions to such people unless they come here to fight against russia). I am writing about people who already live for years in Ukraine, have permanent residence and already associate themselves with Ukraine. There should be a way for them to receive Ukrainian citizenship without visiting russia. Some people now even have to live in Ukraine illegally, because they cannot prolong their residence during martial law or because russia refuses to prolong their international passport in embassy in order to force them to return to russia.

Heroes who fight for their (adopted) country, in whatever honourable manner, should at least be given the opportunity to obtain dual citizenship in their country of choice.. The rules that forbid dual citizenship, arguably do so based on complexities due to military conscription duties of men across 2 countries, would no longer present s valid argument, for that is what these men and women precisely completed, as is. It should be quite easy. You should only get citizenship after living legally in a country for a certain number of years , usually 4 or 5. In a state of war it is a crime to discriminate against non national residents, even those with passports of the country you're fighting. A resident permit could/should be granted to all new arrivals helping with the war with all the rights as the nationals. After 4or 5 years with a resident permit can apply for citizenship if they wish

This not about the 7 million Ukrainians who are ethnically Russian. This is about the 170,000 people who live in Ukraine but have Russian citizenship. Many of them have wanted to become Ukrainian citizens, but Russia made it difficult for them by requiring them to travel to Russia to renounce their citizenship.
