If you want roads slippery, use the road grip mod in repository. You can even use it to make roads more grippy and roll cars easier! I don't know how to make the roads shiny though...

The drops themselves are added from the world editor. Under "create object," there is a precipitation button. The reflectiveness is achieved by using the Reshade mod, with "quint.ssr.fx" enabled.
