another reason for hats being split into accessories was r15, when your character moved their neck in the idle animation, back items like sword packs would move along with the neck, this wasnt really an issue when there was only r6 cause there was no idle animations.

Fun fact the idea of wearing multiple hats originally started as a bug if you equipped a hat simultaneously within two tabs you could wear both hats. Instead of fixing it they made it a feature as many people wouldnt of liked it being fixed.
