Check out the GDC panel that ArcSys did a few years ago. They go over nearly the entire process that they used to get this kind of look. Doesn't stop the story modes from looking like dog ass in some areas though. Any time someone walks in a cutscene and their feet are visible, the 60FPS tween paired with the 24FPS frame by frame animations look _horrible._ The style looks amazing in gameplay, but _really_ bad in full cinematics. It's the same kind of "ice skating" effect you get when you artificially increase the speed of a walk using the dev console in some games. Or if you use the Soldier's pickaxe in Team Fortress 2.

@ThatOneKid Sin - would it be any better/worse than clashes from Injustice 2? @Mahir Tahseen - I mean, that's one character, and it needs to be a 5 bar super to get it to work. Pretty rare for it to come up too, since you're more likely to see Adult Gohan in high-tier play anyway.

Some of this is actually important to know though, canceling out a level 3 with a level 3 essentially resets neutral and can save you from taking some massive damage, also some supers are plus if you activate them second. One time me and my friend where playing and he used android 21's level 3 but I managed to cancel it out with a level 1 which was funny, I did it super late too.

(if you actually don't know what that is) that is 16s self destruct attack. He jumps grabs you and then detonates on you. It's able to completly erase your health no matter if it's full or not. The downside is it also drains away your health and only leaves a little hair of it, but your blue bar stays the same. So if you don't get hit and switch out he'll regenerate to the amount of health before you activated the attack even if your health was full
