Yes, that’s what I bought it for. Definitely check airlines though as airline and country carry on luggage varies.

While it is spacious, it’s definitely 40L. You can just about get away with 2-3 outfits as long as there’s nothing too large or thick. Bellroy’s Weekender bag is larger and more suitable for long-distance travel.
