The new mystic champ they release doesn’t need to be his direct counter because Kushala already is. She handles everything he has, including the block damage from specials. But I do think Shathra will have a way to counter him, yes

I have a R3 7* Wiccan and he melts Serpent. Wiccan is the best Serpent counter and the safest since he's the easiest to use and can prevent Serpent's abilities. I've never banned Serpent because I have a R2 7* but also because I think he's very easy.

Kindred actually works pretty well against him just not as fast only with mystic dispersion

The only reason you can cook him is because of WIccans neutralize which disables cosmic champs buffs not like it's a special recipe or anything
