If you want it on a Thunderus that you have already caught you will have to use an Elite Charge TM.

You need anyway use elite tm for it if was caucht earlier. Well 99% sure their base forms come next with signature move, so gonna take long time before therian forms come back. Sadly their incarnate form only tornadus is better than therian
