I disagree, when time is up as the violator talks his volume ramps down over a period of 5 seconds and stays down for as long as he talks out of turn. You might be able to run on a little but after that you don't get to interrupt the speaker again until the next question. Also a red light should go on under the candidate while he is violating the rules and a grand total of violation time presented for each candidate at the end of the debate.
