They don't want to sit and wait 4 years, and even if they wait the competition will be much more fierce in 2028 with an open seat and 4 years for new candidates to prepare. If they seize power now it's a much easier path, and then if they beat Trump the 2028 election will be much easier for Democrats to hold power. Also, the "blip" you mention is not related to COVID but occurred well before that. The graph you display seems to stop at 2021. In the past few years, China has installed a remarkable amount of renewable energy capacity. Currently, China is building two-thirds of new wind and solar projects globally. It is superficial analysis, and to imply that the US and EU are doing more than China in this regard is simply wrong.
