At the 3:00 mark what note is the tuba hitting when it transitions into the second part of the bass line? It's sounds to me like a low C but I'm not entirely sure.

F, then a F octave down, then a C

Sheet music would be really good. I managed to transcribe most of the flugel part, but I just wanted to play the melody line myself, so sheet music would be helpful

I think Eb tubas are typically arranged in 3+1 because the +1 valve allows you to play in Bb, unlike a typical fourth valve. However, there is little point to playing in (basically subcontrabass) F on a Bb tuba, so the 3+1 valve system seems to be obsolete on Bb and C tubas

That's not very Rare.. It's the British Style of a Bb Bass (Tuba), developed by Besson.

You’re correct that it is the standard for Besson tubas, however, this is an EEb as far as I can tell, not a BBb
