Yes, this bazaar is located in Alanya. I think there are similar bazaars in every Turkish city, but perhaps they are not always open in winter. For example, there is a huge bazaar in Avsallar, but now there are literally several shops open there.

Buses and minibuses run along the coast; they stop in all major settlements. I can’t tell you the cost, since I drove around in a rented car.
