Right place right time. Got to witness a rare sight. The clock on the Elizabeth tower had stopped at 9am. They remained still for around 50 minutes before Big Ben struck 10 without Westminster chimes. The hands were advanced to 10 where Big Ben struck 11 and was then reset to 10:08am which was back in time.

Nothing mysterious here. Because the clock stopped, the locking plate for the striking was out of sequence and needed to be advanced.
