I see it differently. Just like Sri Lanka, this port would also be taken by China on long term lease. This is a strategic move by China to circle India with full Chinese control on ports.

It will be more difficult as Pakistan has a lot of vested interests in it compared to Sri Lanka. The USA has a much stronger influence on the Pakistani military. Gulf nations are investing in Pakistan and won't readily accept Chinese influence so close to home. The problem of attacks on infrastructure and Chinese personnel will only be solved by taking the port.

Gwadar port is supposed to be a connectivity between China and the Arabian sea, which is important for China for its trade and India containment. The Chabahar port provides connectivity to Central Asian nations, Russian, and Europe through Georgia / Black Sea. Therefore the two ports have different purposes.

No one builds a port for personal use alone. It isn't a private air strip. Moreover if the port is not linked with good road-rail metwork, it isn't of any use even for China.
