Maxbe agent X saw the concentration of aliens around the Warhol protocol, and pulled the "only you can do this job, agent W, so you have to stay there and we make the "factory" even more popular for better surveillance, because of the second class freaks and geeks immigrating to Earth. The 60's factory days were however over, and to the seventies it was less popular (maybe agent W made it so). Consider this. Warhol was socializing, yes but more on the entrepreneurial side, and he was showing off with his injury. What appears as being a show off, in agent W's mind may be a cry for help signaling his misfortune "I could have died, I could have been out of this misery, this is what you've done to me".
