It’s true that he’s not too bright. He was like a C student in squire school. He’s in a moral grey zone, despite his religious upbringing. He wasn’t really raised to tell right from wrong (like Lucy was). He’s trying to figure it all out. But he does now how to survive.

Who in their right mind would tell someone, whom they were pushed around by, that they had stolen the suit from its rightful owner instead of immediately contacting the Brotherhood after the knight died? You wait until after you get back and can show everyone that you had the ability to do what the other knight didn't have the ability to do. You don't tell someone who had beat on you about it, so that they can run off with the item that might let you keep the suit. You know that he was ambitious and would be able to say that he got the head and use it to improve his standing, while also saying that he caught you doing something you weren't supposed to do. Increasing his standing even more. Remember, the Brotherhood 1st, then the mission, then the knight. And he's not even an actual knight. He's a wannabe.

I think Bis is being too hard, but Maximus is not smart. He’s a C student at best in squire school.

He's stupid. 1st, he didn't even bother to try to figure out how to use the armor before trying to take on an enemy. He could barely walk in it, let alone fight. Anyone, especially in a military style setting, would know to practice with something before trying to put it to use. That's basic training in any kind of military outfit. On top of that, he should have known that his squire would betray him. 1st, he grew up in a camp with all boys. No matter how strict they are, there's absolutely no way that they'd be able to stop all types of bullying. So, he had to have known that you don't just go and tell everyone what could get you into trouble. 2nd, he clearly knew all the rules. 1st the Brotherhood, then the mission, then the knight. He's not even an actual knight, but just a wannabe. Of course the guy who just got there, just after taking that oath, would put the Brotherhood's benefit above a wannabe's. It's been drummed into them from childhood that the Brotherhood comes first, not the one wearing the armor.

There's being a hater and then there's being honest. People have been saying that he's likely got the Idiot Savant perk. That's supposed to lower his intelligence and increase how quickly he gains experience, which is just giving a reason for why he's stupid. It's not denying that he is stupid. So, Biss' comments are pretty spot on. There's a term for it. It's being "all brawn and no brain."

No Maximus is exceptionally dumb. hes also kind of exceptionally shitty. We see both of these things from his squire. Thaddeus is nowhere near as dumb as him and even though he treats thaddeus exactly as badly as titus treated him Thaddeus is both competent and good enough to actually help him instead of freezing up and then murdering him.

The show didn't really tell much of Maximus's life in between childhood to now. Most viewer dont really understand, but I wouldn't blame them. Shows like these, You gotta think more about the characters motives and why they act the way they act.

Thaddeus grew up in the exact same place and he is not as dumb as Maximus same for the friend back at the base. Maximus is exceptionally dumb. thats the whole point of him. he is meant to be the funny dumb guy.

I think there is a bit more to it than that to be revealed, yes some actors wouldn't work with him but at the party in ep 1 they mentioned alimony payments and called him a pinko, I suspect that he quit vault tec at some point and got labelled a communist/blacklisted and split with his wife.

In squire school he was at best a C student, and his best extracurricular activity was getting beat up. (And that did come in handy, did it not?) He also occupies a morally grey area. Lucy, the morally good character, was raised to know right from wrong, and she’s managed to hold on to that (more or less), even as she’s learned to survive on the surface. Maximus grew up with conflicting messages. The weak get picked on, but it’s a sin to attack a brother in the brotherhood. He gets picked for the lowest jobs. He lets Titus die. But also Titus is a big jerk that doesn’t live up to the ideals. Maximus also acts like a jerk with Thaddeus, but he’s also nice to Thaddeus. Lastly, there is The Ghoul. He was once a good person but over the course of 200+ years he has fallen. He is evil. We want to know how and why it happened, but so far his actions have been evil. The show is pretty deep when you get down to it. We love the Ghoul despite his evil because he is such a badass. (That’s kind of like the Goodfellas effect.) We might think we are good and smart like Lucy. But most of us are really like Maximus, confronted by a harsh world and defining who we are morally by our decisions and actions. Lucy is the main character, however, and the main point of the show is to follow her moral arc. Her thesis is set forth quite explicitly by Wilsig. Will she want the same things after she has been changed by adapting to the surface, i.e., real life. What will she be like after she has adapted to real life? The Ghoul thinks she will become like him. I don’t think these questions get answered in the season finale, but the themes develop further and become more refined. But maybe it’s more important that we ask these questions than it is that we get answers. Who am I? Am I good, evil, or do I wish to avoid the question?

Not all. There were control vaults, those dont have any experiment. Lucy's vault was one of them.
