Good analysis. If anyone born in America is a US citizen, there is no reason why anyone born in Uganda cannot be a Ugandan. The problem is at the Tribal level. Being a Ugandan citizen is not a problem . But "Rwandese" or "Sudanese" as a tribe of Uganda is what needs more explanation. Many countries outside Africa do not have tribes. It seems to be a problem specific to Africa.
