we dont climb at czech sandstone at least 48 hours form the last rain. it protects wet stone againts erosion.

In the first half of the video a climber arrives at a bolt/Ring/kruh and anchors there, hanging on the Ring. A second climber arrives, climbs over and stands on the first climber, then continues to the summit. Am I correct in believing that, while this is fine in Czechia, it doesn't meet the 'rules' in Saxony? In Saxony I think that the lower climber, the one who is being stood on, cannot hang on a bolt/Ring but must be supported by his/her own climbing ability - ie s/he must be in a free-climbing stance, not hanging on the bolt/Ring. Is this correct?
