They originally had planned to have one ac130, but the original plan also called for only ~150 men, not over 400 that eventually deployed in the task force. As Colonel Lee VanArsdale (one of the commanders of the task force) describes in another video here on youtube, such force negotiations are common and it is the commanders' job to design a mission plan with the assets available to them.
