It's def not back ported because that cop car is already in the game just it's mostly in the Sandy Shores area and rarely in Los Santos. But what definitely is backported is that Dodge Challenger cop car that's coming in this update.

GTA needs to change prices to a more realistic level. Like a Ferrari in real life will run anywhere from 250k- 1 million depending on model. A buggati 1-2 million how is a cop car 4 million they have all those regular cars over priced also . 😂

You can get the police outfit from the one scrap yard mission the one involving the police station. As the leader when you're in the final mission. Call your Tbyte and it will spawn close to you. Find it as it wont show on the map. Go into it and save the police uni in there.

You can glitch a Police outfit on your character(aswell as swat outfit) But other than that no, there isn't any way to be a actual cop yet through missions or anything.
