I don't know if Random Encounters knows this but in Very Little Nightmares (which is an app game and probably the start of the whole series) there's an appearance of a character without any context in game, that looks surprisingly a lot like your The Beard character. But that can't be possible cause I think Very Little Nightmares came out before Random Encounters even made the Beard on their channel. Then again, Little Nightmares does have comics that I haven't read yet, so maybe that blonde character with similarity to The Beard is explained in the comics since it wasn't ever explained in the app game. Edit: I looked it up and that blonde character that is similar to RE's The Beard is called the Ferryman. Now it has me questioning how the Ferryman can see where he's going if his face is covered in such thick hair.
