I caught a meet very similar to that! It was H-BARWAT with a Z-ALTLAC at Rosecrans except the Z was faster.

It’s a federal law for the railroad use a horn sequence at every grade crossing in the USA. The sequence consists of a long long short long blast. Some cities have quiet zones where they don’t blow the horn, but most crossings are horn zones
