Dylan was very fed up at the time (1965) about all of the questions being thrown at him concerning what his songs were about and what his opinions were, and this was his absurdist answer. The subtext is Mr Jones finding himself in some kind of a sex orgy ("pencil in your hand", "see somebody naked", "raise up your head", "hands you a bone", "sword swallower", "here's your throat back", "one-eyed midget", "give me some milk"), though whether he's chosen to go there or has stumbled upon it is, I guess, up to the listener to decide.

Yeah he calls Mr Jones a dick or a dumbass with his dick in his hand. Mr Jones is an old school reporter who is from the generation when F Scott Fitzgerald was hip, but things have changed now in 65' and this reporter is trying to be hip but he doesn't know how to fit in with this new generation. So cool that you called out these metaphors, a lot of people rarely understand them.

Not sure I agree with that... and I was there at the Budokan that night! (I was living in Japan at the time.) But I thought the arragement of It's Alright Ma at Budokan was wonderful. Mr Jones has to be a journalist whose experience and education have not prepared him to think beyond the simple. F Scott Fitzgerald's books is one clue. He's also a product of establishment education.

The observer (journalist) is being observed (and manipulated) by his subjects of investigation, all the while looking down on them. He is superficial, incapable of catching any subtext; reports what is expected, misquotes and misses what he should be reporting. It is pretty much a circle jerk.
