Water is contant with bottom surface, the bottom surface temperature is bit more than the boiling temperature of water say 110 celsius and water that is contact with bottom surface absorbs more heat and starts to vaporise that cause water vapor(gas) at the bottom and forms bubbles.

When the water is boiled the heat energy is transferred to the to the molecule of water which begin to move more quickly eventually the molecule have too much energy tostay connected as a liquid.When this occurs, they form gaseous molecules of water vapor, which float to the surface as bubbles and travel into the air

Before answering this question we must define 2 types of energy Sensible heat:related to changes in temperature of a gas or object with no change in phase. Latent heat:Heat that causes a change of state with no change in temperature So we know that water boils at 100 degree C when you are heating the water from the temp of the room to the boiling temp sensible heat increase---> temp increase when water reaches 100 degree C Sensible heat will be constant and latent heat will increase thus changing the phase of water from liguid to gas( when increasing the latent heat we are increasing the humidity..)

As you heat the water, you get closer to the bubble point which is when a liquid becomes saturated and first comes into equilibrium with its vapor phase. Take a look at a saturation dome on a T-V diagram. The left side of the dome is the bubble point/saturated liquid curve. Once you reach this point, the first bubble forms. In the pan, the bubbles are nothing but water vapor bubbles. They form at the bottom first because the bottom of the pan is hottest and reaches the bubble point before the rest of the bulk liquid. Once bubbling begins, the water is in vapor-liquid equilibrium.
