There is one in which a staffer had legintimate access to a classified doc and the other in which the staffer did not. If the staffer had the clearance and the relocation was inadvertent, and returned it when discovered, there would be an investigation but likely no charges. If a staffer without appropriate clearance had the doc, they would definately be detailed and if they took the doc on purpose would have been charged immediately. If no intent established, probably no charges. Trumps scenario is like the first, but the Intent was established in the obstruction (and likely other actions), but because he is a politician and flight risk is minimal, he gets preferential treatment. Unfortunately...

Anybody who wants to leave the USA is free to do so, unless they're serving a prison sentence or are otherwise under some legal restriction. Also, it's not entirely "your" check. If you went to a failed state, you might get to keep more of "your" check or even all of it (at least until the local warlord demanded protection money). However, your opportunities and earnings would likely be lower there. Without a functioning government to collect taxes and provide public goods, the economy of a failed state is unlikely to be as good as the economy of a state that works. But don't take my word for it, move to Somalia or some other state without a functioning government, and see how you like not having to pay taxes.
