I'm still sure it's a front for organized crime... Then again, in my home city we had a Chinese restaurant turn into a Russian restaurant, that then turned into an Italian restaurant, that turned into a Japanese restaurant. In the space of approx 5 years. We always had a theory that it was a front for organized crime, and changed as the various groups influence changed over the city.

This was so good! You could even have a round of just making up pokémon, next person gives it a name, next person interprets, etc. Basically what happened here.
