In my Boris Legendary/Normal IE campaign I went straight for Azhag the Slaughterer and got his province at turn 10-20, those war bear riders really just destroy goblins. Very safe province with loads of allies around you, and you can basically concentrate your forces in to the dark lands.

Advantage of abandoning Tower of Torment turn 2 is that then Frozen Landing colonization is free Problem is that the Frozen Landing province is all along the coast, hard to defend vs enemies that comes from the East (Skaven and Chorfs) and West (Throgg)
