Seriously, those carnival games in Japanese natsumatsuri are very shady and rather scams, just a bit more innocent than casino slot machines (or pachinko). The people who professionally ran those natsumatsuri games (called 'teki-ya'), are one of the origins of yakuzas in Japan (the other origins are construction laborers abd gamblers).
