You're slightly wrong. It actually means either of two things. 1 What you said, it's all BS. 2.They were or still are a government informant. In this mans case from what I've gathered I'd go with 2 and add that he's still exaggerating a bit though. So he was in a high position in said city but that had mostly do with having a license to commit crimes. Everything about this mans character would be ideal as an informant.
