I don't know Peterburg but i lived in Moscow for a long time, the reason is a loooot of cars and roads meet at joints but no smaller roads as an alternative. Plus, there is a river in the middle of the city and these small bridges make everything worse. Plus you cant change anything in the center of the city, all is set many years ago, for example you cant make roads wider. Plus uneducated and/or bully drivers.
