It is. Home Depot has a division for trade professionals that sells products under the Premier brand. Many of Premier's products are just Glacier Bay products with Premier's branding.

The flush is very short and quite weak. Must be a Chinese made toilet that looks similar to a Glacier Bay model - the toilet seat is the only really good thing about it being a American Standard seat (which is more solid than the cheap ones supplied).

Never heard of Premier toilet before not sure why the Premier toilet has an American Standard toilet seat, the Premier isn’t the worst or the best but not the greatest considerably tolerable

That WaterSense stamp of approval tells me that this is an absolute trash toilet.

most modern toilets are WaterSense certified. Most of the major brands that people would generally consider a "name brand" or "luxury brand" (such as Kohler and American Standard) will generally only put the WaterSense label on the packaging and not on the tank itself.
