Just guessing: In Common Law, you are the King of your own Court; "court" is not really a 'place' or a 'thing' but a concept, so you can 'move your own court' against anyone who infringes on your in-a-lien-able rights (which are effectively 1) dont harm/injure someone, 2) dont damage/steal their property, & 3) dont be dishonorable in your contracts). So the USPS is your "jury" in that they are officially executing the delivery of your legal documents to the appropriate parties (so it can't be claimed that you didn't provide Notice from your Court)- effectively, they are the 'middlemen' in submitting your evidence into the record; and the Notary is your "judge" in that they are affirming your sworn testimony under penalty of perjury so that you are able to 'move your own Court' (without notarization, your most important documents hold no legal value). If you do everything appropriately and by the rules, you won't ever need to actually go to a court and be heard by an actual jury and judge, because the other side will be backed into a corner and will have no choice but to settle before ever going to trial.

All the U.S Courts...meaning Every Court in every State...those are Administrative Courts disgusted as "Judiciary". The Notary is not a judge but has the power of a Justice of the Peace and is powerful if used properly.

I have a foreclosure coming soon anytime now and I have my water shut off and my internet and my electric is next and I just got my water turned on cuz I had to go and apply for help with HUD in my state. AMEX contends that each of Plaintiff’s claims should be dismissed for failure to state a claim under Rule 12(b)(6). The Court agrees. ... Based on the Court’s review of the Complaint, this action appears to rely on a “vapor money theory.” ... Plaintiff points to no authority in support of this proposition. ... Although the Court generally grants at least one opportunity to amend, it cannot do so here given the plainly frivolous nature of Plaintiff’s allegations and reliance on a non-viable legal theory. The Court’s view that amendment would be futile is further supported by Plaintiff’s Proposed Amended Complaint, which still relies on a vapor money theory. Harsh.
