Maybe the yeast is not active, have you try testing your yeast? Or maybe it is under proof, you can DM the picture of your buns at my instagram to help you with

Ung yeast po dissolve nyo lng po sa 2 tbsp ng water at pinch of sugar let it bloom po, pag nag bloom ready to use na po siya ☺️
