Could Renly's claim to throne exist if not for the numbers, influence and money of his bannermen? Drawn to him by his youth, charisma and the promise of a King loved by the people, and whom would love them back? Most prominent of those houses of course, House Tyrell. The claim could, but we assume the power to seize that very claim could not.
