When i was a senior in high school, he revived a lot of buzz to a newer audience with the release of the live 75-85 box sets. It was 1999, we would cut class at the end of senior year and listen to this music in the sun. @Joseph Merkling He works 3 jobs in this song. First he works for the lumber yard, but he gets laid off. He starts working at the Car Wash and his wife leaves him, presumably due to his depression. He then has his hallucination/dream episode where he thinks she wants him back, only to hear that lonely whistle again like when she left the first time. By the end of the song he's working a menial labor job at the Railroad (a call back to the whistle heard when his wife left). He's working there because his depression is now such that he can't even hold the Car Wash job. He feels like his life is a "downbound train", as in, a downward spiral of depression that has caused him to lose everything. In the greater theme of the Born in the USA album this song illustrates the disillusionment with the "American Dream" for the average citizen.

Last night I heard your voice You were crying, crying, you were so alone You said your love had never died You were waiting for me at home Put on my jacket, I ran through the woods I ran till I thought my chest would explode There in the clearing, beyond the highway In the moonlight, our wedding house shone I rushed through the yard, I burst through the front door My head pounding hard, up the stairs I climbed
