He built his first circuit at age 4 and an engine at age 6. Tony was born genius and can literally build anything he wants. Tony's brain is fit to being highly technical when it comes to building. Bruce's brain is fit to being highly creative and logical. Bruce is a lateral thinker. Tony is a practical thinker. Bruce can build gadgets that top 10 MIT mechanical/electrical engineering student teams can build, making himself highly resourceful and 10 steps ahead of his enemies (since non of his enemies can get into MIT). But Tony Stark...well Tony Stark can build anything. If you gave him 30 years, he could probably make a time machine. He has extensive knowledge vastly beyond Bruce's in even advanced fields such as mechanical/electrical engineering, aerospace engineering, physics, quantum mechanics, quantum computing, string theory, computer science and programming, robotics, and mathematics. Bruce Wayne is of course much more advanced in problem solving and tactics which Tony lacks in (he builds a highly advanced Iron-man suit, but goes into a fight guns blazing, no planning whatsoever). Tony can plan on how to build the best car in the world, but couldn't plan against an attack from the Joker. Bruce can plan in just a few seconds how to take down 10 Swat Teams and Brainiac, but will never be able to build the Ironman suit. Both characters are one of a kind, and their intelligence is placed into different pots entirely.

I see your point, but the ironman villains were meant to be realistic world-wide problems (terrorists) whereas batman villains had a much easier time being villainous because they only had to deal with a small group of people.

Your missing the point. That photo shows both their brains. Bruce offering Stark a hint in an intense chess game, and Stark trying to spell his name. It's not about who's smarter than who. Whoever made that photo was clearly on both sides.

You're* No, the setting is of two great minds playing a game of strategy and intellect and Tony appearing to be "struggling" to make his next move. So Bruce being the analytic man that he is decides to lightly taunt Tony by asking Tony the "need a hint" question. Since the main point of the game here is to simply beat your opponent Tony is taking it a step further into incredible genius level by not only intending to win but in his own kind of attitude one upping Bruce in a quite substantial and calculated fashion. The whole point of the photo WAS leaning towards Tony's side yet of course this is ultimately up to speculation and interpretation and if that is how you wish to view it then that's great.
