His grandmother sent him away to live with Aunt n Uncle to keep him safe... looks to me someone in his circle found out where he was. Maybe the public needs to put some pressure on the police department. If they (and also New York politicians) get bombarded with phone calls and emails, and Twitter post, they will revisit the case and rerun the DNA. It wouldn't be the first cold case to be solved due to public pressure.
