Budget 2024 | Workers' access to portion pension

Finance Minister, Enoch Godongwana, has used his Budget Speech to reiterate the government's commitment to allow workers to access a portion of their pension savings from September.
The two-pot retirement system will allow workers to take out a once-off R30 000 from their pensions, or a portion of the value of the fund value at the end of August 2024.
Social grant recipients have also seen some increases to keep pace with inflation.

OK so tell me who covers the short fall in retirement? As it is 93% of south Africans cannot afford to retire about 78% of retired people receive a state pension to prop up their pensions as affordability is now a major concern. 30000 SITTING IN A PENSION FUND FOR 20 YEARS WOULD GROW EXTENSIVELY And would quadruple over 20 yeas which intern would reduce the burden on state funds but guess that does not matter as the country would be a failed state by then welcome to Zimbabwe part two

I thought you cant apply for state pension if you already receiving your retirement pension whether as monthly lum sums or portions
