And Govt. made a smart step to make him a Yonko so they can capture him to prove their might that they are on Yonko lvl

Buggy can be strong if he tried. But its possible that he just has the same realistic mindset as Usopp. He has traveled on Roger's ship and has seen the worst of the worst in action and perhaps he learned that being strong isn't what matters, it's surviving. His captain was strong, maybe the strongest, but he died anyway. That could be a reason why he is the way he is. That's just me over-analyzing his character with the limited amount of knowledge we have of him. It's reasonable. In theory, the chop-chop fruit is similar to Shiki's fruit in that it allows him to fly, just with the feet limitation. He's pretty much a pseudo-logia since he can split his being to limits we cannot fathom. And if awakened, maybe he can do the same to other entities. Frankly, his fruit is broken like a ton of other fruits if used competently.
