It really depends on the soil conditions and building size. They are essentially pouring a mat slab with integrated plinth beams, which will do VERY well in clayey soils of medium stiffness with bedrock below, and provide a crawl space underneath for utilities, all the while being able to support a very large/tall building. If anything, they maybe should have added piers underneath, but only if the soil is poorly-graded, sandy, silty, etc., to prevent it from becoming the Leaning Tower of Pisa.
