Sorry, but your father is making huge mistakes. If you skip on the end joints strength of each brick, you will loose half of the strength. Then even if the wall is rendered in 100% cement, the wall seems to both start too high and has no armoring /iron within it´s center. i.e. the pressure of water might well push out lower down, this you might see after heavy rain, as the mounds of earth have nothing to stabilize them, no rocks, no tree roots, no supports. You might see a mud slide after only a year. 😑 Just how much cement you use is up to you, yet atm (at the moment) your using twice the amount needed. Look at some videos to see how it should be done, placing a little cement on both the wall and brick gives much better contact ok. 4 layers is max, as the weight effects the lower work. Filling the pillars is not good just after the bricks are laid, they will move. Good luck
