How do you set them up in the yard so they don't blow over?

Just a couple pieces of rebar do the trick. I leave only 8-10" of rebar above ground for the PVC to sit on. Had some howling storms last year and the arches didn't mind one bit.

Each side gets a 2' section of rebar hammered into the ground, leaving about 8-10" above ground to insert right through the tee and into the 1/2" PVC pipe.

Why emt and not PVC in the bottom?

You could absolutely use PVC for the base, but I would be careful about that section sagging and deforming the arch above it. I might use PVC for the base if I was setting them on concrete instead of my grass front yard.
