The reason why he stopped playing on that account is because he started smurfing on legend or something so his skills basically deteriorated and isn't good enough for that rank anymore. In the first place, why would Valve care about a smurf account being higher mmr than the main account? Smurfing isn't just "playing on another account other than your main account", smurfing is when you play on a rank lower than your actual rank.

The intent for sings gameplay is fun even at the cost of winning. The intent for bulldog gameplay is to win at the cost of all fun.
