Bulle Shah was a Punjabi philosopher and poet, who is considered a humanist, giving solutions to socialogical problems of the world around him. His poetry has been put to music by well known musicians like Nusrat Fateh Ali Khan, Abida Parveen, Wadali Brothers and Sain Zahoor.Dama Dum Mast Qalandar and Mera Piya Ghar Aaya are two of the best known poems by Bulle Shah, and his verses have been adapted in Bollywood songs as well.Rabbi Shergill's song Bulla ki Jaana was one of the most popular songs that used Bulleh Shah's name in the recent years. Since then, his name has been used in quite a few Bollywood songs as well, two of them called 'Bulleya,' one from the film Sultan and another from Ae Dil Hai Mushkil.Bulleya is a way to call Bulleh Shah.

Kagul refers to "In Pain" that's a term in Urdu derived from Cebuano language.In this particular song "Kagul se lipti titli" means a "Butterfly wrapped in pain". Hope that clarifies your doubt.

lol what? its literally about Bulleh Shah, a sufi punjabi poet. He was against orthodox Islamic traditions and openly wrote against the Mughals. He was declared a "kaafir" (slur term towards non-Muslims) by the Mullahs around his province. He was also responsible for the rejuvenation of art, dance and music in parts of Islamic provinces which earlier considered these practices as "haraam". He still is regarded as a kaafir by most Islamic "scholars"

This song is based on Bulley shah a Punjabi Philosopher and Sufi poet whose shrine is in Pakistan. The whole song is sung from the perspective of Murshid(Disciple) for his Peer(Guru) seeking his guidance to walk through him a path to heaven.
