To be honest, that girl's vibe was screaming "Don't go near me, I will hurt you", I get Miley was trying to be friendly, and it's not ever right for people to spread rumors about anyone, but nevertheless she shouldn't have gone up to her at all, it could have been avoidable. I know she was justifying that she was new once, and she didn't appreciate people spreading rumors about her and not having any friends, but in her case, it was different because I would imagine she was a sweet country girl who just wanted to fit into her new home town, make some friends, and basically survive the rest of her life in Cali. In this girl's case, can't be certain what her deal is, but it was pretty clear she didn't want anything to do with anyone, and that she is in fact in all seriousness a visually violent and aggressive person. No jokes, people like that exist, and you don't want to get involved with dangerous people, and this has nothing to do with rumors and just everything to do with people coming into your life and messing it up. Who knows if that girl has something going on in her life that got her to be like this, or she's just always been like that, but my point is, Miley had her heart in the right place, but she was not thinking wisely. The other lesson in this isn't just how to deal with bullying, but although you want to not judge someone so easily, keep in mind to actually judge them correctly. Miley did not deserve all the bullying that came to her, but again I emphasize it was not a smart decision. It's the equivalent of going on a date with F*ckboy and him straight up telling you on your date he never has any intentions of being serious ever, and rather just stopping it, you continue on with the relationship knowing that you want a serious relationship and nothing less, he does something to show he doesn't take the relationship serious because he doesn't, and then you get upset even after everything that had been presented to you. In this case the F*ckboy is the bully, the relationship with the F*ckboy is the befriending of the Bully, and finally the broken heart is the Pain inflicted from the bully.

I remember at the end of the episode we learn the bully's name It was Henrietta Laverne and then Miley says, At least we now know why she's so mean Maybe she was bullied in the past because her name is old fashioned and rarely used nowadays and became a bully herself that's just my theory.
